This Selection Policy is subject to the Croquet Association of Queensland (CAQ) Constitution and By-Laws. In the event of any inconsistency, the By-Laws and Constitution take precedence.

1. Definitions

For the purposes of this policy:

1.1 CA refers to Croquet Australia.

1.2. CAQ refers to Croquet Association of Queensland.

1.3 MC refers to Management Committee

1.4 GC refers to Golf Croquet

1.5 AC refers to Association Croquet

1.6 EOI refers to Expression of Interest

1.7 State Teams refer to the teams contesting the Eire Cup or the Inter-State Shield. Reserves are not a member of a State Team

1.8 Tier 1 Events refers to State, National and World croquet events

1.9 Codes of croquet included in this policy:

  • Association Croquet (AC)
  • Golf Croquet (GC)
  • Ricochet
  • Gateball

2. Scope of the Policy

This policy applies to the selection of:

Managers and members of State Squad and State Reserve Squads

State Teams members representing Queensland in:

  • Association Croquet Eire Cup
  • Golf Croquet Interstate Shield

and Captain, Vice-Captain and Manager of each State Team

3. Purpose of the Policy

In any sport, selection of the ‘right’ team members is critical for the team’s success. The aim of this policy is to select the best possible team. Selection of any Squad or Team must be fair, transparent and fully understood by all players.

The Selection Policy is part of the Framework for selection of State Team representatives. The Selection Committee plays a critical role in the selection of the team.

4. Selection Committee

4.1 Role of the Selection Committee

The Selection Committee is to

  • liaise with the Events Manager and Code Coordinator;
  • select the State Squad;
  • select the State Reserve Squad (in conjunction with the Squad Manager);
  • select the State Team and appoint the team Captain, Vice-Captain and Manager;
  • do seedings for all CAQ Tournaments for the relevant code.

4.2 Composition of the Selection Committee

The Selection Committee should be composed of individuals with relevant experience and knowledge.

It is essential that selectors have a comprehensive understanding of each player’s skills, attributes and playing history. Player World ranking is only one of many criteria in the selection process and it need not be the most influential aspect for Selection.

4.3 Selection Committee Composition

The Committee will consist of 3 OR 5 Members (at the discretion and needs of the Code). Each Code Coordinator may determine the number of Selection committee members required.

The only mandated position for the Selection Committee is the Previous Year’s Team Captain. Underlying the acceptance of the position of Team Captain of a State Team is the commitment to be a Selector for the code in the following year. The Team Captain provides statistical data and insights on player performance under pressure; team cooperation and dynamics and personal attributes of players such as punctuality, reliability, and commitment to practice and the team.

The additional members of the committee can come from the following list:

  • The Coach: The Coach plays a crucial role on the Selection Committee. The Coach can provide first-hand knowledge of each player’s technical skills and team performance
  • CAQ Code Coordinator - to provide a broad perspective.
  • A Senior player of the Code. An experienced player who has played at State level or higher;
  • A previous selector, Referee or previous State player or player with extensive experience in the Code.

The Code Co-ordinator will advise CAQ Management Committee of names of members who will comprise the Selection Sub-committee for the Code.

4.4 Committee Roles

  • Chairperson: The Selection Committee will appoint a chairperson from the group. The Chairperson will have full voting rights.
  • Secretary: Members of the Selection Committee will appoint, from the group, a secretary who will maintain official records of selection discussions and decisions. The Selection Committee must maintain records of selection discussions, including criteria used and reasons for decisions, Squad and State Team lists. These records must be made available to the CAQ Management Committee upon request should an appeal be lodged.

NOTE: CAQ MC Representative may attend meetings as an observer to ensure integrity of process. A CAQ MC Representative will attend the final Selection meeting to select the State Team but will have no voting rights. The CAQ representative will ensure that the Selection Process is followed.

5. Selection Process

5.1 Duties of the Selection Committee

a. Collaborate with the Code Coordinator, Manager of the State Squad and State Reserve Squad regarding Squad selections.

b. Collaborate with Events Coordinator regarding ranking of players for CAQ events. For all CAQ Events, rank players and advise the CAQ Events Coordinator of rankings at the closing date and time (generally 5:00pm the day before two (2) weeks prior to the Event).

c. For CAQ GC Eights events, issue EOI and 4 weeks prior to the event, advise players of selection and collate responses

d. Select from Rankings players for CA GC Bronze Medal and AC Bronze Medal. Regulations are determined by the Australian Tournament Regulations, Section 30 – Australian GC Medal Competitions.

e. Select State Squad and State Reserve Squad

f. Advise CAQ Management Committee of selected members of State Squad and State Reserve Squad for ratification.

g. Once ratified by CAQ, advise squad members in writing of their selection and collate responses (see Appendix 1). Players under suspension are not eligible for selection.

h. Select State Team members.

i. Advise CAQ of State Team for ratification

j. Advise selection State team members of selection and advise remaining State Squad members of their non-selection before any public announcement.

k. Appoint a State Team Captain, Vice-Captain and Manager

5.2 State Squad Selection

At the discretion of the Code Coordinator, when the State Team returns from the I.S.S. or Eire Cup, players will continue to train as a Squad until a new State Squad is selected.

  • The State Squad will consist of 16 members, 8 men & 8 women (however where appropriate, a maximum of 20 members).
  • Players from the previous year’s State Team automatically proceed to the State Squad. (Reserves do not automatically proceed to the State Squad for the following year but will be considered for State Squad selection along with other possible contenders in accordance with selection criteria).
  • Additional squad members will be selected no later than 6 months prior to the Inter-state event.

Members of the State Squad selected in accordance with criteria below.

  • Player’s demonstrated ability to be a successful and compatible doubles player
  • Performance under pressure in rigorous tournaments (State, National and World events)
  • Tournament performance and participation in Tier 1 events over the previous 12 months
  • Level of physical fitness - commensurate with the level and demands of the event
  • Attitude, commitment, and contribution to team culture
  • Skill level
  • The Selection Committee should select the State Squad no later than 30 November for GC and no later than 30 June for AC
  • Immediately after the Selection Committee have selected the State Squad, a list of selected players should be forwarded to CAQ MC for ratification.
  • Once ratified, players are advised in writing of their inclusion in the Squad.
  • Players must formally accept their invitation by signing the Invitation to State Squad Form (see Appendix 2). By doing so the player commits to:
  • attending training sessions
  • competing in at least two major Tier 1 singles events at State, National or International Level in a 12 month period. One such event being a CAQ event.
  • competing in at least one Croquet Queensland or Australian doubles event in the relevant Code within a 12-month period. NOTE: In preparation for the GC Interstate Shield, Members of the GC State Team are strongly encouraged to play with their doubles partner in the CAQ Mixed Doubles.
  • being a committed and cooperative member of the Squad
  • continue to maintain personal playing form
  • The State Squad ceases once the State Team is announced

5.3 State Reserve Squad Selection

a. The State Reserve Squad is designed to prepare players for possible State Team selection within a 3-5 year framework. To build a pool of talent.

b. The State Reserve Squad Manager, for the following year, is to be ratified by the CAQ MC within one month after the conclusion of the State Team Event. By 30 November (GC) at the latest and by 30 June (AC) at the latest, the Code Coordinator will initiate the process for Selection of the State Reserve Squad. This will involve the appointment of the State Reserve Squad Manager who then liaise with the Selection Committee to select squad members.

c. The State Reserve Squad Manager will consist of a minimum of 16 participants and in consultation with the Selection Committee, choose a maximum of 20 participants for the Squad, when applicable.

d. A list of the successful members of the State Reserve Squad will be submitted to the CAQ Management Committee for ratification.

e. Once ratified by CAQ, the successful participants will be advised in writing. (See Appendix 1).

f. Players must respond within 48 hours.

g. The State Reserve Squad Manager is responsible for administering the program.

h. Players selected must demonstrate:

  • A commitment to skill improvement
  • Competitive experience (at a minimum, participation in Club Tournaments, Regional Tournaments, Pennants.)
  • Maintain a level of fitness commensurate with the demands of the Event.

i. Players must commit to structured training, practice and competition.

j. If a player declines their selection, the next eligible player will be invited.

k. Should a selected player fail to meet state requirements for inclusion, selectors may review the inclusion of that player in the squad.

l. Players included in a State Reserve Squad do not automatically progress to the State Squad. Members of the State Squad are in accordance with criteria below.

5.4 State Team Eligibility

To be eligible for State Team selection, a player must:

a. Be a full financial member of a registered Queensland club

b. Not be under suspension by any State, National, or International body

c. Be a member of the State Squad

d. Demonstrate team spirit and a positive attitude, commitment to the team culture

e. Demonstrate the ability to execute shots with an extremely high skill level required for the specific Code; demonstrate a good knowledge of advanced play; demonstrate tactical shot selection and high knowledge level of rules. (See Appendix 7 for full list of skills)

f. Player’s demonstrated ability to be a successful and compatible doubles player

g. Physically fit - physical fitness level commensurate with the level and demands of the Event

h. Have competed in at least two major Tier 1 singles events in the Code over the past 12 months

i. Have a World Ranking commensurate with required level of competition

j. Comply with all State Team uniform standards. Men & Women: White pants or shorts, State Team Shirt, Queensland cap, hat (preferably white, beige or maroon); Queensland track suit (optional)

5.5 Final Selection of State Team

a. State Team selection must be completed 3-4 months before the Inter-state event.

b. The final team will consist of 5 men and 5 women.

c. The team captain will make decisions regarding team structure over the duration of the AC Eire Cup or GC Inter State Shield.

d. 1 male non-travelling reserve and 1 female non-travelling reserve will be selected. Reserves will be entitled to uniform items as determined by CAQ Management Committee.

e. Appoint Team Captain, Vice-Captain and Manager. Formally invite Team Captain (Appendix 4); Vice- Captain and Manager (Appendix 5). The Manager should ideally be a non-playing member of the Team

f. Submit the proposed State Team to the Secretary of CAQ Management Committee for ratification BEFORE advising players of selection.

g. Once ratified, the Selection Committee secretary will notify all selected players by email (see Appendix 3) of their inclusion in the team. CAQ will not make an official announcement on the CAQ website or on social media until all players have been notified of their inclusion in the team and all players have accepted, signed and returned the Invitation and Player Contract (Appendix 3). Players currently under suspension are ineligible for selection.

h. Players and officials, must accept or decline their selection within 48 hours.

i. Members of the State Squad who were NOT selected for inclusion in the State Team will be advised in writing before the team is publicly announced. (See Appendix 6)

j. All team members, plus reserves will be entitled to a State Team uniform as determined by Croquet Queensland Management Committee.

NOTE:

State team members are entitled to a subsidy to assist with travel costs. This amount will be determined by CAQ Management.

As a member of the State Team, players agree to comply with all State Team uniform standards when competing at the Inter-state Shield or Eire Cup event. Men & Women Uniform: White pants or shorts, State Team Shirt, Queensland cap, hat (preferably white, beige or maroon); Queensland track suit (optional)

From the time the State team is announced, the team captain will make all decisions regarding team training sessions and will have the final decision as to the structure of the team for the duration of the AC Eire Cup or GC Interstate Shield.

6. Player Removal Policy

A player may be removed from the State Squad, State Reserve Squad or State Team if they:

1\. Breach team protocols or fail to comply with the Player Agreement.

2\. Experience a significant loss of form and fail to reach the expected level of form required

3\. Breach the Code of Conduct and are suspended from play.

7. Final Authority

It is deemed that if Selection is made by knowledgeable selectors and the process is transparent, then the decision of the Selection Committee is final. However, players not selected have the right to lodge an Appeal via the State Complaints Process.

APPENDIX 1 - Letter to Players Selected for the State Reserve Squad

APPENDIX 2 – Letter to player selected for State Squad

Invitation to State Squad

Dear

You are invited to be a member of the (Insert name of Code and Year) State Squad. In order to be an eligible contender for selection to the State Team, a player must be a member of the State Squad. This year the (Insert name of event) will be held in (insert details of when and where). State Team selection will be made in accordance with the Selection Policy.

It is an expectation that all members of the State Squad, will commit to the following:

  • Attendance at scheduled State Squad training sessions (Dates and venues yet to be confirmed)
  • Maintain current form.
  • Compete in at least 2 Championship singles events - at State/National/World level
  • Be available to compete, if selected, in the State Team and are willing to commit to all requirements of a State Team representatives.

Players who do not meet these expectations, must understand that they may forfeit their eligibility to retain their position in the State Squad and for State Team selection. It is recognized that extraordinary circumstances may arise throughout the course of the year which prevent a player from meeting stated selection requirements. In such circumstances, a valid reason for not meeting selection requirements, should be provided in writing to the Selection Committee for consideration. All valid circumstances will not preclude a player from remaining in the State Team or for selection in the following year should their personal circumstances require them to withdraw.

PLAYER AGREEMENT

THIS AGREEMENT IS MADE this

BACKGROUND

A The Golf Croquet Interstate Shield (ISS), The Association Croquet Eire Cup, hereafter referred to as the competition

B CAQ selects players to represent Queensland in the State Team for the competition.

C The Player is available for selection to represent Queensland in the State Team for the competition.

D CAQ and the Player wish to enter into an Agreement to record their respective duties and obligations to come into effect immediately the Player accepts a position in the Queensland State Team for the competition.

E CAQ and the Player intend to be bound unconditionally by the terms of this Agreement. The purpose and scope of this Agreement is to cover the Player’s preparation for, and participation in, the competition.

THIS AGREEMENT PROVIDES AS FOLLOWS:

1. Relationship between CAQ and the Player

There is no employer/employee relationship between CAQ and the Player but the player undertakes to provide services to CAQ and meet his/her obligations to CAQ as set out in clause 3 Player’s Obligations below.

2. Term of the Agreement

This Agreement comes into effect on the date of acceptance by the Player and on the acceptance of a position in the State Team, and continues until the next Team for that specific code is selected.

3. Player’s Obligations

Membership of Club

The Player declares that he/she is a financial member of a Regional Association, or of a Croquet or Mallet Sports Club that is a member of a Regional Association, affiliated with CAQ at the date of this Agreement.

Residence

The Player declares that at the date of this Agreement he/she has his/her principal place of residence in the State of Queensland, or he/she is an affiliated member of a club affiliated with Croquet Queensland and his/her principal place of residence is in the vicinity of that club.

Exclusivity

The Player declares that he/she has not represented a country other than Australia at an international event in the twelve months immediately preceding the date of this Agreement, and undertakes not to play croquet for a State Croquet Association other than Queensland during the term of this Agreement.

Skills, Preparation and Training

The Player undertakes to prepare fully for the competition in accordance with the Selection Policy.

Behaviour

The Player will always act as an ambassador for Croquet Queensland.

During the competition, the Player will play the game of croquet in a sportsmanlike manner and in the spirit of fair play and will conduct himself/herself in a manner befitting a representative of the State of Queensland, so as not to bring CAQ or the game of croquet into disrepute.

The Player will refrain from acts of misconduct including but not limited to: accepting or failing to report a bribe, not playing on merits, betting or gambling on the outcome of a game in which the Player is participating, drug offences (taking or supplying the same), drunkenness, abusive/obscene language, rowdy behaviour, or other conduct prejudicial to the interests and wellbeing of other croquet players, officials, or CAQ.

Reasonable Directions

The Player will obey all reasonable directions and decisions of the State Team Captain and State Team Management Group arising under this Agreement in relation to the training, practice and playing of the game of croquet prior to and during the competition.

Games

The Player will play in all games and matches for which he/she is selected by CAQ.

Rules

The Player will comply with all By-laws, Rules and Regulations of the Australian Croquet Association relating to the game of croquet during the competition.

Dress Code

The Player will comply with the reasonable standards of dress as set by CAQ with respect to the wearing of team uniform and in particular will wear team uniform during competitive play at the competition, and wearing of full formal uniform at reception events during and immediately following the conclusion of the competition.

The Player:

a) must dress neatly in clean, suitable sportswear and flat-soled shoes for team practice sessions

b) must wear the approved team uniform when competing in the Interstate team event and wear the official team uniform when attending official functions. (As detailed in the Selection Policy)

Drug Testing

The Player agrees to undergo drug testing if and when requested by the Australian Croquet Association Inc and undertakes to meet all the requirements of the Anti-Doping Policy of the Australian Croquet Association Inc. (Policy on Croquet Australia Website www.croquetaustralia.com.au).

Accommodation and Transport

The Players will arrange suitable accommodation and transport in consultation with the Team Manager

Equipment

The Player will provide his/her own mallet and a mallet cover suitable for travel.

4. CAQ Obligations

  • CAQ will promote the Player as part of the State Team to all croquet players of the State of Queensland, and the general community. All team members, including reserves, will be entitled to State Team uniform items as determined by Croquet Queensland Management Committee. State team members are entitled to a subsidy to assist with travel costs. This amount will be determined by CAQ Management.

5. Injury, Illness or Misadventure

Before travel, if by reason of injury, illness or misadventure, the Player is unable to participate or continue to participate in any training or practice sessions of the State Team, or is unable to compete or continue to compete in the Competition, CAQ may, at its absolute discretion, replace or substitute the Player with another player or reserve player, and may require the Player to refund to CAQ any moneys received in the clause 4. CAQ Obligations above.

6. Suspension

If the Player breaches any of the obligations outlined in clause 3 above, CAQ may, at its absolute discretion, suspend the Player from the State Team and require him/her to refund to CAQ any moneys received in the clause 4. CAQ Obligations, above.

7. Indemnity

The Player indemnifies CAQ from any costs or claims made against CAQ arising out of any or all of the Player’s actions or failing in this Agreement.

8. Health Insurance

The Player is responsible for his/her own private health insurance premiums, if any.

9. Authority of CAQ

CAQ warrants that it has the authority to select the Player to represent the State in the Competition and to appoint the Team Captain, the Team Vice-captain, the Team Coach and the Team Manager. The Player accepts CAQ authority to appoint State Team players, the Team Captain, the Team Coach and the Team Manager.

10. Disputes

In the event of any dispute arising out of the terms, conditions or meaning of this Agreement, CAQ and the Player agree to abide by the grievance procedures in the CAQ Rules of Incorporation, each party to be equally responsible for the costs of the mediation, but solely responsible for its own costs of representation at the mediation, if any.

11. Termination

If for any reason outside the control of CAQ, the Competition is cancelled, deferred or postponed, CAQ may terminate this Agreement upon fourteen days’ notice in writing to the Player, in which event the Player will return to CAQ anything he/she has received under the clause 4. CAQ Obligations. If for any reason the Player decides to cease competitive play in croquet, he/she may terminate this Agreement upon fourteen days’ notice in writing to CAQ, in which event the Player will return to CAQ anything he/she has received under the clause 4. CAQ Obligations.

12. Jurisdiction

CAQ and the Player agree that the laws governing this Agreement are those in force in the State of Queensland.

AC

Specific Tie-breaker Skills Tier A

  • Ability and success at triple peels
  • A high percentage roquet
  • Demonstrates an excellent knowledge of advance play and pegged-out games
  • Demonstrates an excellent knowledge of endgames in timed games
  • Successful, experienced and compatible doubles player
  • Comprehensive knowledge of the Laws of Association Croquet
  • Ability to build a maximum break from the opponent’s leave or failed break
  • Ability to complete a high quality leave
  • Ability to complete breaks of 9-12-5 or 9-11-6 (deliberately delaying the rover hoop)
  • To peel during the final break
  • Ability to make a break from the 4th and 5th turn of the game regularly

Specific Tie-Breaker Skills Tier B

  • Reliable percentage roquet at 14 yards
  • Low to medium percentage of unforced errors
  • Demonstrates a good knowledge of advanced play
  • Demonstrates an improving knowledge of end of game play
  • Ability to produce breaks of nine and complete a tidy leave

  • High percentage 7 &14 yard roquets
